The federal government hired Cap Gemini Ernst & Young to assess the performance of the bond program, which is a key part of Ottawa's retail debt program.

One interesting thing about this article is that it says in the first paragraph that 'scrapping the CSB program would save $650MM' - which leads people to believe that's per year, right? Turns out - as it says further down - that it's $650MM over nine years.
