That sucks. If the British government follows a few guidlines of how they run that same scam in New York City they can start eliminatinge unionized positions in public transportation and social services immediately. What they do in NYC is force public assistance recipients to do janitorial work, and any other task that doesn't require extensive training.

They could have the unworthy poor peeling strands of rope all day in dingy workhouses, like the good old days. What a miserable system capitalism is when you think about it.
