Was just surfing and came across this book:

Climate Change Damage And International Law By Roda Verheyen.

Could the Harper government be held liable under international law for not living up to environmental responsibilities?

Sorry, can't fix the URL, anyway, the book is previewable in google books, under "Climate Change Damage And International Law" By Roda Verheyen.
