As Michelle said, Disney can afford to pay staff, come on, what excuse have they got not to? The company sure didn't post a financial loss this year. I think the the fact that the economy of the state of California is in a crisis has a little something to do with this kind of Mickey Mouse behavior on Disney's part. The company is playing on fear of unemployment.
Also, the dreaded U.S. Immigration and Naturalization Service (INS) has recently stepped up raids in California. INS workplace raids and worker deportations (especially back to Mexico and central American countries) are up but employer fines are not, employers rarely get sanctioned. So, if you consider several important factors you can get a sense of the perilous environment that California workers are in right now, and you can see how Disney felt it was a good time to try to reduce wages and benefits.
