bbc news: quote: Drug use is high among young men from rural villages in this area, fuelled by poverty, a lack of opportunity and easy access to narcotics. Officially, China has 1.05m addicts, most of them young men. But these are only the registered users, 70% of whom are hooked on heroin. Unofficial estimates say there could be up to 12 million users in total. Mr Wang, a heroin user for 15 years, described how the opening of China's borders brought back heroin. "At the time, [paramount leader] Deng Xiaoping said, 'If you open the window, then good things come in, but flies and mosquitoes also come in.' Well, drugs are like flies and mosquitoes," he said. He said he first tried heroin out of curiosity, and because it was fashionable among his crowd. After that, he was unable to stop. And in a country where market forces reign supreme, he said nowadays buying drugs was easier than ever before. "It seems drugs are becoming cheaper and cheaper. In the mid-90s, I spent more than $35 a day on drugs. Now it's a third of that and the cost is going down."

Exactly. The U.S.A. has the largest gulag population in the world. And most of the incarcerated in private and public prisons are there for petty drug offenses. Shares in American prison industrial complex were a theme stock of the 1990's. There is no cure for drug addiction. The religious right still believe otherwise, however.
