The vote is expected to be close, but most observers believe it will squeak through despite fierce opposition by the Catholic Church.
The legislation would allow same-sex couples to solemnize and register their relationships with the same recognition and rights afforded married couples.
The bill was introduced by the Labor government which is allowing a free vote on it.
