Check it out.

Imagine that - they have even had a genocide there, and they've managed to scrap the death penalty. I wonder when the US is going to step out of the barbarism of last century and scrap theirs?

Um.

Through their invasion of Congo and support of "rebel" armies Rwanda helped kill 3.8 million people. I'd hold the applause.

Kagame's not much of a democrat and this has everything to do with the fact that the Arusha Tribunal insisted that he do so.

"Their" invasion. Whose invasion? From the Guardian piece you linked to:

Interestingly, Rwanda's Parliament currently has the very highest proportion of female legislators (see this world ranking), with 49% of the lower house, and 36% of the Senate. They mandate that 1/3 of the house must be female, but they have gone beyond that -- apparently in the belief that women are less likely to repeat the wars and genocides of the past. (Wikipedia Rwanda page).

So they have voted to abolish the death penalty. Perhaps they deserve praise rather than cynicism.

Lets not forget the other 88 countries like most of Africa, Cuba, China, Brazil, Japan, India, etc?

Shockingly sad statistic.

AMNESTY INTERNATIONAL, Cuba: Death penalty / imminent execution.

At least Cuba only has 52 people on their death row. No surprise as to how they keep it so low.

It certainly doesn't look good for violent terrorists planning to hijack Cuban passenger jets enroute to the U.S. where they have been welcomed with open arms.

Meanwhile, our largest trade partners are second only to China wrt state-sponsored executions of their own citizens and first in the dubious category of largest jailer of its own citizens.
