Although, I notice there was an assault in there too, now that I read the article. So, is it possible that it's kind of like our hate laws, where if you commit a crime against someone specifically because of their race, then you are not only charged with the crime but also the "hate" aspect?

Historically it did, but it's shifted since the 60's, with Flanders becoming more prosperous, and Wallonia becoming a rust belt.
