Terrible.
It has been a long time since we've heard much about Paraguayan politics. Thirty, forty years ago they were close to a pariah state, a refuge, for one thing, for many old Nazis.
They are obviously still very poor -- the BBC site says that the firefighters were repairing holes in their hoses even as they were trying to put out the fire.
