Something bigcitygal said on the anti-racism conference thread got me wondering. Something about Canada not being worthy to "host" such a thing.
Suppose there is a question of who does -- well, deserve -- that conference. (I think in fact it's the UN that hosts those, but let's suppose a non-UN initiative.)
Is there any country you would select? And: how much does it matter what the government's like, especially in places not very democratic?

Your question is based on a false premise.
The conference is, in fact, being hosted by the U.N. That's the right body to host such a conference.
"Supposing" that it's a "non-U.N. initiative" is as disingenuous as "supposing" that a new international forum is built in rivalry with the U.N. It presumes that Harper and Bush are on the right track.
