Consider the context of these indictments: Ted Stevens was one of the biggest proponents of the two "Bridges to Nowhere" a few years ago when the money could have been spent on rebuilding New Orleans and the Gulf Coast, is known for "pork-barrel" spending projects which he can easily get through his seniority on the Senate Appropriations Committee, and like all Alaskan Republicans, advocates drilling in the Arctic National Wildlife Refuge and other projects aimed at destroying the environment for short-term economic development.
