IDG News Service article

Tax credits of up to $4,000 to pay for tech training...applies to both the employed and unemployed.

Most of it sounds like a pretty good idea aside from this part:

"The TRAIN Act, sponsored by Representative Jerry Weller, can be assigned to employers by employees. It allows the tax credit for expenses related to course work, certification testing and other training costs."

That seems fine. If my employer spends $8000 to get me trained, he can claim a $4000 tax credit. Currently, it's a business expense, so he doesn't pay tax on it anyway. This just lets him get the money back.

It vastly increases the incentive to train one's staff, which should increase the value of employees, and therefore raise wages.
