The latest CUPE National Secretary-Treasurer's Report was in March 2004.http://www.cupe.ca/www/nsto The 2003 CUPE Convention added Article 7.12 to the CUPE Constitution. 7.12 The National Executive Board shall have complete authority to borrow monies and to pledge any funds or properties of the Canadian Union of Public Employees as security for such borrowing. http://www.cupe.ca/updir/2003Constitution.pdf
