I am not sure what to make of this. But the Russians can't claim the engineers of the school house atrocity are both Chechen rebel leaders and international islamic terrorists.

Of course Uncle Sam is harbouring terrorists. They're harbouring Kissenger.

Not to mention all those Cuban expats. Plane hijackers and whatnot.
And the coupsters from Venezuela.
And, for some time, the Haitian ones. Now, of course, they aren't harbouring them any more--instead they've given them the country so they don't have to be in exile any more. Isn't that nice?
I believe there are others from various other parts of Latin America, but I don't have details.
