if that rule was applied across the board then their would be a lot of heads of state stuck in their own country -- Russia, Britain, France amongst others...while we are at it Canada as well for its treatment of our Native Populations. God help the citizens that would be stuck with their leaders 24/7

Doesn't that only work with former leaders? I believe that was the case with Pinochet a few years back; because he was no longer in power, he was fair game. Castro was able to come to Canada to act as one of PET's pall-bearers.
