Reports on Sunday blamed the carnage on rebels from the Lord's Resistance Army (LRA), who have been fighting the government in Kampala for several years.

They've been more than condemned... The ICC might take up the case. This will be an important test.

Why will this be an important test?

Was the decision to investigate the Rwandan Patriotic Army a test? The ICC seems not to care what they did or do. Do they pass or fail?

The ICC doesn't have jurisdiction for crimes committed before July 1st 2002. The ICTR was/is responsible for prosecution of the RPA. The ICC can't do anything about it. Regardless, Rwanda is not party to the Rome Statute.

This will be an important test simply because it will be the first case investigated by the ICC.

So who's going to win the election in Uganda's "no party - multiparty" election today ?. My guess is Museveni since he and his half-brother the army General have been in power since 1986! And what an IMF-sponsored shithole it is.
