Apparently he's facing a serious primary challenge for his congressional seat, so it makes sense that he's not staying in till the bitter end. Also, apparently what's fuelling the challenge is due to a feeling amongst some of his constituents that his hopeless bids for presidency are making him less effective as a representative.

He was never given a chance. He was excluded from debates, absent from media coverage and -- despite having more experience as an elected official than anyone else in the race -- was discounted as a lightweight. It's too bad because, even if being treated as an equal to the other candidates did not lead to victory, it might have at least led to others stealing his platform.
