A month ago, Susan Whelan, minister for international co-operation, announced that the government was shifting its approach to overseas development. It would develop partnerships with a limited number of Third World countries that were prepared to spell out, on paper, how they intended to develop a healthy private sector. Each country's "poverty reduction strategy paper" would require the approval of the International Monetary Fund and the World Bank.
