I can't seem to find anywhere a good comprehensive list of minimum wages by nation and the median wage by nation, as well as the reported wages paid to workers in special foreign-company zones such as those which exist in the Philippines. Anybody point me to a good source?

Here are a couple of links to minimum wages throughout the provinces and territories of Canada.
Reasons for the variations of mimimum wages are geographical (difficulties in transportation), political and financial. Alberta is the only province that has no provincial tax and is the only province that is not in debt due to its oil fields.
