I'm all for it!

And I wouldn't exempt purebred breeders, either. Half a million dogs and cats put down per year? Damn right it should be illegal not to spay and neuter cats and dogs when they have to kill half a million of them per year.

Why stop with dogs and cats? I think humans should be sterilized. Especially pet owners who don't spay or neuter.

So how would you prevent the cat & dog population from dwindling to zero? Unless of course that is what you want.

I'm a pet lover, and I do support the spaying and neutering of pets that owners don't intend to breed. I do not support requiring the spaying and neutering of cats and dogs that are intended to be bred. I don't want cats & dogs to die out.
