My personal experience is that Ontario Ministry of Labour punishes and persecutes workers who know and enforce their basic labour and human rights.
I was terminated by my employer for enforcing my right to have my overtime, vacation time paid, harrasment free and safe work environment. My company fabricated my lay off and MOL knew it was against the clause in the company's manual to terminate a worker on sick leave but MOL committed fraudelant and failed to enforce the law. MOL ordered to fire manager who harrased other co-worker at the same time but the fact was withheld from me.

I exposed incompetent Employment Standard officers who bluntly stated that reinstatment is not a option under Employment Standards and ruled that vacation time did not add up during the sick leave contrary to Supreme Court's decision.

I was threatened by MOL's prosecutor who told me "I am going to make sure you not going to come here every year" and colaborted with my employer and released all my confidential psychiatric records which nota bene were caused by work related injury to discredit me.

I was injured in a car accident while on the company's time but MOL ruled that head injury, whiplash and PSTD were not legitimate medical reason to believe that it could not affect my duties contrary to medical evidence.

That sounds strange, but I think I would need to hear the other side of the story to comment further.

Any idea to make Ontario Ministry of Labour respond?

Ghandi once said during his struggle before or after going on hunger strike something like that first they ignore, then threaten, then riducle you and then start to listen.
