I know (ok I think I know?) it has to do with moving money around electronicly (sp)and in some ways helped to destroy the Mexican economy. Has anyone written, in language I can understand, just how slowing the 'transfer of funds' and a 1/2 of 1% tax would work? What would be the tax benefit be?

Mazie do you mean the tax created by James Tobin in about 81 or so?
He proposed the idea of a tax on foreign exchange transactions against all countries equally. From this a tiny amount -- I do not remember how much -- would charged on every single currency exchange to prevent currency speculation.

That is the best site I've ever seen. Welcome to the club. "Club Babble" that is. Can I ask more questions, like The Bank of Canada and why the government moved Infrastructure borrowing from the Bank of Canada to private banks like the Royal and BMO? It simply seems, to me, that it makes more sense for the Bank of Canada to make those loans and collect the intrest. Which could then show up in a fund for more loans. Am I too gulible?

Canada's Parliament, incidentally, passed a motion supporting, in principle, the imposition of a Tobin Tax. Even Paulie boy voted for it, har har.
In true federal Liberal tradition, he said a lot, and did Sweet F-All.
There's a cool poster you can order for free from either the UK or the Australian pro-Tobin-Tax activist groups, and you should definitely try to get it. I have one as well.
