You know, you might want to think about the broader implications of the fact that these people tend to be regarded as the ugly ducklings of the correctional system.They get shat on by the government, which figures there won't be any big public outcry over any bonehead idea to "fix" the prison system, or cuts in salaries and wages, and they get shat on by the general public which figures the prison system is just one big fat Club Med. These people are the day-to-day rule enforcers in the jails we have, and they can either be capricious and arbitrary, or fair and even-handed. When they are the former - as seems to be often the case, prisoners don't get properly resocialized. Instead they figure that the way to get around and the way to win is to just be as inhuman as possible. Oh, and by the way - people who get shat on a lot tend to not be too keen on being smiles and pattycake to people they have authority over.
