During a bargaining dispute last spring, CUPE 2950 members at the University of British Columbia were legislated back to work by the Campbell Liberals, after UBC President Martha Piper and the Board of Governors (all Liberal appointees) asked that the government intervene rather than further negotiations with our union.A collective agreement was reached through arbitration, but the University is doing its best to ensure that CUPE 2950 members don't see their new contract.
Article 13.07 of our collective agreement states:
13.07 Campus Mail
The University agrees to permit the Union the use of campus mail facilities, in order that all members be kept well-informed of Union Meetings and business pertaining to the Union. All postage, however, for out-going mail, must be supplied by the Union.
However, as this memo from our executive shows, UBC has chosen to violate the article to to deny their employees collective bargaining rights by making sure they won't be readily aware of them:
"The Union Office had applied 'Imposed' stickers to the cover of each member's copy of the Collective Agreement for the term ending March 31, 2005 and sent them out for delivery to members through Campus Mail.
The employer has seized and refuses to deliver Union copies of the Collective Agreement in violation of Article 13.07. The Union has filed a
grievance.
Needless to say, your Executive objects to UBC's highhandedness and feels strongly that we have every right to label our contract and remind members that this contract was not one that was freely bargained.
We regret yet another delay in delivering your copy of the contract. It is extremely regrettable that UBC, once again, has chosen to use its resources in a way that hinders rather than helps to maintain good labour relations
between UBC and its CUPE 2950 members. We hope to be able to resolve the issue promptly with the University.
