Tax collectors in southern India have come up with an unusual - but highly effective - scheme to encourage slow payers to settle outstanding bills.

Ten-strong teams of wedding drummers are being paid to set up camp outside the homes of defaulting residents, with orders to continue playing until they pay up.

Interesting article, but I think your thread title is incorrect. The article is about municipal tax collection in Hyderabad which is in South India. New Delhi is in North India.

Oops, sorry, the original article I read on the topic (not the one linked) mentioned New Delhi, and I assumed the town mentioned was a suburb.
