It will be the first time that the US government has to respond to an international panel on cases of torture. Count on the USA to thumb its nose at the world and denounce Venezuela, Bolivia and/or Cuba for their "destabilizing" influence on their neighbours. The torture referred to will cover that of Abu Ghiraib prison as well as atrocities carried out at Guantanamo in occupied Cuba.
UN Committee Against Torture has a lot of questions for the USA
Some examples are very interesting. Question 11: "Can an order from a superior be invoked as a justification of torture?" Or number 19: "According to information before the committee, persons have been sent to countries where the State party itself considers not to respect human rights, where they have been tortured and ill-treated. Are all the State party's agencies, when operating outside the State party's territory, under the obligation to respect the non-refoulement rule?"
And so on. Maybe the US representative can do magic tricks and distract their audience. Then again, maybe not.
