I'm surprised no one thought of this earlier. In Toronto, Old City Hall is covered by scaffolding for repairs/restorations. Next time it is covered in scaffolding, the scaffolding itself may be covered in ads.
This Idea has already manifested itself in Toronto on the wooden barriers that surround construction sites.

And to add insult to injury, any time I've seen these kinds of ruins undergo "restoration", they still end up looking old and ruined in the end.
