I'm told by friends who work in government HR that it's a bogus ad. They can tell from the way its written that the manager already has someone in mind and he/she's only going through with the drama of an open competition because the PSC says he/she has to.

This is done quite often. If they are complying with collective bargaining agreements thats fine but they should be required to make applicants aware of this by stating the position is open on a secondment basis to those outside of whatever union it is.
This also occurs in non-union position ads when they advertise a position when they have already selected someone so "they appear to being fair and above board."
It is unfortunate that so many games are played in job search and recruitment. A large segment of job seekers are not aware of these tactics.
People unaware of these practices can pay a high social price. From disappointment and frustration to a loss of self-esteem and opting out of the job market on the far end of the spectrum.
I am aware that answering ads is one of the least common ways of actually finding a job but for those not aware of effective job search techniques it is often their most common practice.

its hard to get your foot in the government. I thank my coop they tell me they will likley hire me on at the end of it. They have hired the last 3 coop students so I am confident.

I heard that the gov't is hiring up to 5000 people in the next 5 years. wooo hooooo for me and for everyone really.

I didn't have much trouble getting a job in gov't. They made a bunch of us take a couple of aptitude tests and the top 14 scorers got jobs.

The hard part was not falling asleep DURING said gov't job.

Ah yes, the famous "who-you-know-not-what-you-know" phenomenon rearing its head. Or, as I like to put it, the bum-buddy system at work based on the amount of ass-patting and winking that goes on.

well I know that in the department of foreign affairs there are 4000 resumes to sift through if someone wants to be hired. I don't know how some get throught that but this much I was told.

Open competitions for Admin-type jobs in the Ontario government garner the most resumes. Anywhere from 600 to 1000 resumes per position. It's incredible, really.
