I remember when they instituted that - it was in response to complaints that U.S. Customs was charging an even stiffer fee, making it cost-prohibitive for Americans to order small items from Canadian e-tailers.I think that is an example of a "non-tariff barrier". Since I'm 5 minutes north of a port of entry, I get my U.S. e-tailer orders shipped to a parcel depot in the border town of Blaine, WA, and I walk across and pick them up.
