I've posted about this in the enviro forum on an existing Kyoto thread, but there are so many political implications to this story that I thought I'd start a thread here as well.

My jaw dropped reading the paper this morning - apparently, the Harper government is moving towards supporting Kyoto and is planning major initiatives to reduce GHG emissions and engage large emitters. It's just rhetoric at this stage, but still a very encouraging shift nonetheless. The Liberal record on climate change was so awful that it wouldn't take much for Ambrose and Harper to improve on it.

Any thoughts as to why Harper is making this shift? I'm assuming the goal is to appeal to Quebec and urban voters, as he figures Alberta will vote Conservative regardless. Plus, we are chairing the UN Conference on Climate Change for the rest of this year and it would be a huge black eye for Canada if we were to announce withdrawal from Kyoto at the same time.

The NDP should jump all over this statement and urge Ambrose to adopt the major components of the NDP climate change plan released a year ago.

This is just a shill game which allows the big corporations to trade in some kind of BS environmental credits system . In other words loopholes to avoid dealing with pollution.

The next shoe to drop will be additional subsidies to big coal in support of the "clean coal" lie.

I wish Canada would make serious inroads into the wind energy business like Norway is.

I don't how much truth there is in it but some people have suggested that a lot of the concerns about the danger to birds by the wind turbines is being heavily promoted by the non-renewable resources industries.

It would be a smart political move, it would make them look moderate etc. It could be something that they sound vaguely progressive, and non-threatening on, but like the Liberals not really do anything, or like the article WCL indicated do a bit on and end up with vastly superior results to the Liberals. If they hurry up and loose the marriage vote, and have most of their caucus decisively vote against any attempt to introduce legislation to ban abortion, they could push the Liberals out of their way, and help skittish strategic anybody but the conservatives who are otherwise NDP supporters stay with the NDP.

Also, it could draw attention away from the Emerson, Fortier and O'Conner controversies. It could also kick start a "honeymoon" bounce. Otoh, it could just piss off much of their base, and continue to press home their hypocritical image. But the Liberals have gotten away with flip-flopping, so perhaps the Conservatives can too.

You forgot the biggest advantage of it, VK - it would hurl most darksiders into thoroughly amusing fits of rage, while causing the Koolaid drinkers to counter with explanations backing Harper and blaming the Liberals. "Well if the Liberals had done a better job in office we could dismantle Kyoto and create a made-in-Canada solution, but things were so bad under them we're forced to implement Kyoto as a first step towards dismantling it."

As I once said, if Springbob caught Harper in bed with his wife, he'd apologize to Harper for not having suggested it sooner.

I heard Ralphie blathering away the other night on "As It Happens" about "clean coal"... WTF is that supposed to be? (Or is it like a moebus strip, a Dyson sphere or a ethical Conservative, in that it's only a theoretical construct?)

Clean coal, like the Dyson Sphere is clearly in the realm of science fiction.

In that vein it would seem that an ethical Conservative is similar to clean coal as they both harken back to a time where they were both possibilities...Now we look upon them with nostalgia and try to dream them into reality. We can usually lie about the clean coal, but the ethical Conservative? No dream, no matter how sweet, can change the rank stench nor the rank and file of that party.
