I've posted about this in the enviro forum on an existing Kyoto thread, but there are so many political implications to this story that I thought I'd start a thread here as well.My jaw dropped reading the paper this morning - apparently, the Harper government is moving towards supporting Kyoto and is planning major initiatives to reduce GHG emissions and engage large emitters. It's just rhetoric at this stage, but still a very encouraging shift nonetheless. The Liberal record on climate change was so awful that it wouldn't take much for Ambrose and Harper to improve on it. Any thoughts as to why Harper is making this shift? I'm assuming the goal is to appeal to Quebec and urban voters, as he figures Alberta will vote Conservative regardless. Plus, we are chairing the UN Conference on Climate Change for the rest of this year and it would be a huge black eye for Canada if we were to announce withdrawal from Kyoto at the same time. The NDP should jump all over this statement and urge Ambrose to adopt the major components of the NDP climate change plan released a year ago.

It would be a smart political move, it would make them look moderate etc. It could be something that they sound vaguely progressive, and non-threatening on, but like the Liberals not really do anything, or like the article WCL indicated do a bit on and end up with vastly superior results to the Liberals. If they hurry up and loose the marriage vote, and have most of their caucus decisively vote against any attempt to introduce legislation to ban abortion, they could push the Liberals out of their way, and help skittish strategic anybody but the conservatives who are otherwise NDP supporters stay with the NDP.Also, it could draw attention away from the Emerson, Fortier and O'Conner controversies. It could also kick start a "honeymoon" bounce. Otoh, it could just piss off much of their base, and continue to press home their hypocritical image. But the Liberals have gotten away with flip-flopping, so perhaps the Conservatives can too.

You forgot the biggest advantage of it, VK - it would hurl most darksiders into thoroughly amusing fits of rage, while causing the Koolaid drinkers to counter with explanations backing Harper and blaming the Liberals. "Well if the Liberals had done a better job in office we could dismantle Kyoto and create a made-in-Canada solution, but things were so bad under them we're forced to implement Kyoto as a first step towards dismantling it."As I once said, if Springbob caught Harper in bed with his wife, he'd apologize to Harper for not having suggested it sooner.
